The server uses the location the app last reported. If you have travelled, opening the app once is enough. Turning on the travel option in Settings makes it happen on its own.
No. Sismy cannot tell you before the shaking reaches you. It notifies after an earthquake has happened and seismic networks have detected it.
Restore purchases from Settings. A purchase belongs to the Apple or Google account that paid for it.
